@ImRatherTall amber is only used for non emergency vehicles (tow trucks, etc) However, it is NYS law to have red and white in front and blue in the back. If you go to other states, depending on their law, they might have all blue
Many studies have shown that blue is the most effective colour to use, and of course red blends in with a lot of other light sources at night... I don't see any reason why you would need different colours for each emergency service, it just makes lighting inconsistent.
They make all those weird noises when approaching an intersection in case there is another siren coming from the other direction. If they both had the same tone, it would blend together.

It could be because markings are a passive safety feature, whereas lights are for emergencies only and I think it's good to differentiate the markings... Perhaps it's a case of outdated laws? Maybe Reflectors should be different to lights? Good question. At least the rear chevrons are consistent though.

Cause when you constantly loop, motorists are used to it and pay less attention to it, and in some cases confuse driver where the emergency vehicle is coming from. Spamming the siren control panel with different tones/modes indicate urgency and to get the fuck out of the way at all costs. Think of it as someone randomly yelling down the street in different ways lol
