Ok Ricardo, according to the manual it looks like this is a Network activated Safe-Torque-Off function. If you are not running the drive from a Network control you will need to deactivate the comm function. Sorry but I don't have any further details then this. Sorry you think it is poorly named, however it is a special function described in IEC-61800-5-2 [3] that safeguards the drive from making torque in the motor. An E-STOP function may interrupt an input to the VFD that causes a coast stop function but that requires the drive to read the input then act on it. STO goes directly into the power section of a drive and kills the power to the Gate driver circuits so the output transistors can't be switched at all. This keeps any power from reaching the motor and therefore no torque is possible without relying on the control board running to scan an input and react. STO is very instant power kill of VFD output section for safety, ok?
