I think Battery Rathbone McIndoe is way better than Battery Mendell. Not as big, but the views are better and it's a lot less crowded on busy days. Also, since they got rid of the second bigger parking lot near Mendell, it's really hard to find a spot to park there. You used to be able to drive past mendell and park right up on the top of the cliff.
