I mean aren't they supposed to keep everyone safe?
Yes the foundations mission is to keep humanity safe, but they must remain a secret. So if they have to kill people to save the greater number than yes they have to kill.

Epsilon six is part of the scp foundation and the zombies is scp-008 so my guess is the scp foundation has a containment breach and scp 008 aka the zombie plague some how escaped the scp foundation and infected that city and the reason epsilon six breached the safe house is they are trying to find the escape class d and the girl stole the police suit off a dead cop
