The wikipedia page for the complex says it was built as the convention center it is today. Cumberland Mall is across the street and was built 20 years prior (and another large shopping mall was struggling around the time the Galleria was built, which largely closed soon after), so additional retail space was never in huge demand for the area.

Happy to tell your that these are untouched and working. There is also a freight car. The motor room being in the basement with the freight car.
