I think we can use magnetic rail gun instead of spining the mass. Magnetic rail gun can accelerate projectiles upto 7 mach currently. By using superconducting magnet and taking care of vaccum it will be more efficient and we have less vibration to manage and also counter weight will not be required during ejection.

Also, the payload would need to be light enough to accelerate to mach 7, durable enough to survive 1000's of g's of acceleration, and launched with sufficient precision to guarantee entry into the proper orbit.
