I think the flag should be black, because red isn't exactly a colour everyone will see. On earth you only need to be about 10m under the surface and red becomes orange at 40m it becomes green. Once humans colonise other planets atmospheres or ocean planets would make the flag meaningless for anyone living off earth or a terraformed world.
