@delreydavid yeah, that's what it felt like they are saying when they complain about the rosin bag not giving them enough grip. I heard Pedro Martinez saying the other say and showing how he got all the grip he needed with rosin and friction - no moisture needed. He rubbed his fingers together with just rosin which allowed them to get tacky. And to my knowledge, they still have the rosin..so I'm beside myself trying to understand what the pitchers are saying or implying that they have no control of the ball with just rosin.
And when did they start needing the extra substance? Did they have no control in high school? Were they using extra tack there? Did they do fine in high school, but couldn't grip the ball anymore in college? I dunno. I can't figure out why anyone is complaining about fixing pitching and saying what they've been doing all season long is fine.

If a foreign substance is approved by the league the umpire could apply it.
The substance could be applied inside the pack the umpire wears to replace balls put out of play
The baseball would naturally rub against substance inside the pack until being put into play after foul ball/homerun etc.
It Avoids having players applying an approved substance themselves so it removes risks of mixture of other substances. Also keeps play moving because the substance is applied naturally and not by the by hand by the umpire

If they are going to allow a manager to "call for a check" then it needs to be either at the beginning (before the first pitch) or end of an inning. They should also set a max number, say 2 if nothing is found and adding one if something is. Sort of like NFL review where they get two reviews plus one if both are right.

A free strike if a manager is wrong? Add a stupid rule, and then try to fix it by adding more stupid rules? Why not just admit the initial rule change was idiotic and scrap it instead?

Bauer has to get punished as well. He stole a Cy Young with industrial adhesive. The fact he called out other pitchers doesn't quite give him immunity. In fact, it just makes this whole mess even weirder.

Pitchers have been using Grip as an excuse to use stuff but the stuff actually creates more dramatic movement and it's movement that creates hitters who are hit by a pitch.

The problem with penalizing the manager for a failed check is pitchers will start doing things trying to provoke it.
Just get rid of the problem. Don't add to it.

I like the penalty for the other team. We had a coach in our league that would do this regularly to break the rhythm of the opposing pitcher. He would call a time and bring the ump to the mound to talk about the pitchers mechanics in a way to say he was doing something illegal. It was different every time. He would claim the pitcher is holding his glove to high or covering his face. It became ridiculous. This needs to have a repercussion for both teams.
