As per GPRA -2017 guidelines no such period is mention, only it is mention that an employee can apply for change of quarter only one time in same type of quarter. It means, i think from next month of allotment, we can apply for change.
You can change right after updating your status for change in esampada. No timebound. You can even change after 1 months of occupying the 1st allotment.
