I've thought about this a lot since you're initial wire. The most likely reason being psychological and/or as a political statement. "We are absolutely willing to work together to fight you." Twenty years ago, I may not have cared what they thought they could do, but in the modern age, with current levels of readiness, I'm much more attentive.
