I think maybe pinhead has a very serious bug that is when he send his chain, the chain vision will look around and comeback forward. This is really disgusting😢. It is really hardly to lock the surviver immediately.

well, 10 seconds of 5% haste means you go 0.2m/s faster for 8 seconds (if we take hit cooldown into account) meaning you'd gain 1.6m total distance on the surv for the whole duration, now think of all the times you missed a hit by an inch because the survivor reached a pallet or window, that wouldn't be a proble anymore, with stbfl it's even better, i think it's at least a b tier perk, maybe even a tier when paired with stbfl...

For a PINHEAD build, try "Hex: Huntress Lullaby, Hex: Plaything, Beast of Prey, and Spirit Fury." As for the add-ons, use the ones where it takes longer for survivors to open the cube and causes them to become exhausted. It destroys the survivors every time, and they can't do any generators. Then, mori them.
