Henchmen are a staple of Boss fights, the only time there aren't other enemies accompanying the Boss is if the Boss is an extreme threat, that doesn't need help to kick your butt, usually the Final Boss
He was just the first boss in the main game, then he was shown more light in the DLC and turned into the main villain.
