Don't see it in the comments here although maybe you were told elsewhere, but yes, this song came out in the summer of 2017, in their third year. "Red Flavor" is very much their representative song, at least domestically within Korea, as this song was inescapable at the time and is pretty much instantly recognized there.
A lot of "older" SM Entertainment music videos tend to lack English subtitles, so the "auto-generated" ones that you'll see are pretty much nonsense.
Korean news programs nearly always have someone doing sign language in the corner for accessibility reasons, so definitely a nod to that when they're shown in the corner.

RV doesn't really _have_ a main rapper, even though various fans and websites try to assign the role. All of them can rap, and at some point, HAVE taken the lead in the obligatory rap verse or bridge of a song, including Wendy, a top-tier vocalist in the industry, who doesn't _have_ to rap. When RV was coming up, at the end of 2nd Gen/leading edge of 3rd Gen, rap (while essential to kpop song formula) was nonetheless lowest in the kpop pecking order of LEADER-VOCAL(S)-MAKNAE-DANCER(S)-RAPPER(S). Unless the rapper attains "best-in-industry" status like 2NE1's CL or EXID's LE, rappers typically fall by the wayside. Even very good rappers like SNSD Hyoyeon end up being better known for their dancing skill (at which Hyo is STILL top-tier!). "The rapper" is always selected from the dance line (aka the ones who don't have the crowd pleasing high notes. This goes for boy bands as well!) Mamamoo got around this by having Moonbyul write her own lyrics and gain leverage via crediting. Red Velvet got around this by farming out the rap verses on a song-by-song basis. Someteimes Yeri does them, sometimes Irene does, sometimes Joy does, occasionally Seulgi does, and very rarely Wendy does (but with her more Western upbringing, has a natural penchant for it). (G)i-dle completely turned this on its head in 4th Gen by having their rapper, Soyeon be the group leader as well as main rapper, lyricist, and choreographer! Groups since than have been reverting back to cookie-cutter industry norms.
