We don't refer to tuning systems in our music in the same way as western music does. But the closest terms you could use to describe it is Pythagorean or Just intonation. I'm trying to avoid the whole tuning question in this video. I don't know if the measurements I'm using conform completely or precisely to any of these western tunings. In many cases we use different intonations and so this music doesn't comfortably fit into the boxes of tunings.
Also you can find places of dots using cromatic tuner. You put yoir finger on string and move uitil you will hear right note.

Only if you are able to fine tune your oud to 100%. My oud becomes flat by 5 to 15% after 2 seconds.

I used fret tape and tuner

Yes, every time I say divide by a number, it's to divide the length by that number to get the measurement.
