Policing has changed the citizen and traffic cop interaction since the eighties and nineties. This is verified by reviewing the
police State archives on policing. I believe most citizens feel very different about a HOMICIDE Detective and the Street cop that citizens find are just trying to get revenue from a citizen. I believe most Homicide Detectives are represented by the community.
