If I were there, I wouldn’t have heard that command because I keep voice chat off However I would have kill-binded anyway because of everyone else doing it lol
That is very unlikely unless majority of your team is bots or toxics players. Most team in casual just completely silent and maybe a few taunts in setup.

TL;DR: Looks like texture filtering is disabled and no mip-maps are used, causing a Moiré pattern. Terrible idea because it doesn't give extra performance. Games typically don't use a texture at full resolution if it's far from the camera, so they create copies of the texture with smaller resolution, called mip-maps. If they're disabled, you don't use as much graphics memory. When the graphics card tries to determine what color to use for a given pixel of a textured wall, it "samples" the texture. But because multiple texture-pixels(aka Texels) occupy the same screen pixel, it ends up having to figure out which one to use. It appears their TF2 config uses point texture filtering, which basically just uses the texel that's closest to the center of the image-pixel. So: no mipmaps = full res textures = a lot of values to sample from point filtering = a lot of variance which causes jagged color stripes no mipmaps + point filtering = that mess on the wall The thing is, most if not all modern graphics cards provide hardware support for both mipmaps and texture filtering (bilinear, trilinear anisotropic 1X-16X) at no performance cost, so disabling only makes your game look bad.
