When I checked if you could put powdered snow ❄️ in cauldrons and place powdered snow at the nether, it worked for me because I was in bedrock edition.but I think you can do that in Java too

and it works.
You can use the powder snow to clutch in the neither but I tried in the normal world but it didn't work
only in bedrock and java
