She actively tried to become a better person and do good things, whereas spinel was completely malicious. They're pretty much on the same level, just for different reasons.
Pink Diamond. Ultimately one of the most tragic and human characters out of them all. She went from being abused, committing acts of abuse herself, then wanting to atone for it, then creating steven when she thought it was all over.

Instead of demanding her Pearl back, she let White take care of her, because she also thought that would be the best for her friend and she finally began to think about what she does wrong like any growing child would do. Leaving Spinel in her garden. -> Now all alone and thinking about how to make up for her past mistakes, Pink Diamond became much calmer and quieter than before. The other diamonds rewarded this effort with a brand-new Gem: Spinel. Spinel was meant to act as some kind of replacement for Pink Pearl as Pink Diamond was so fond of entertainment and companionship. The Diamonds even gave Pink and Spinel an entire playground with organic plants, that Pink thought of being so pretty. It became known as 'Pink Diamond's Garden'. The two spent many hours playing there. But Pink's wish of an own colony never perished and she became depressed. Spinel tried to make her smile and laugh by acting silly, but it didn't work sometimes. Pink knew that in order to be worthy of a colony, she must act like a true ruler; she had to grow up. Not really, spinel is a gem made to entertain to distract and pink wanted to show the other diamonds that she too can take care of a colony and at that point of time her mind is still filled with the diamonds ideals so she doesn't consider spinel have feelings or thought as she was just a toy, what led to pink creating the crystal gem was after many times of not being heard by the other diamonds, after many times her appeal to leave the earth alone was rejected she had enough and so she become someone they can't ignore, so what if the other diamonds hurt? They have hurt her many times when she finally open her eyes and see what the diamonds are truly doing, that is destroying planets with life for resources she won't leave it be. If she didn't lie about who she was then the crystal gem will fall apart it will not be a rebellion created by a mere lowly rose quartz who defies the diamond authority but just another pinks games in the eye of the gems, earth will not be saved as pink would have been punish for making such a big scene. Pearl was given a choice whether sh wants to go back to home world or stay and can never go home and she chose to stay. She was someone who are in a bad condition trying to break free, if you were her would you not leave your toy behind to see more mature? To prove to your parents and siblings that you are no longer a kid? Will you not leave your parents if you realize that they're abusive and are basically Hitler? Would you not lie about your identity if your friends are all Jews and you're the child of Hitler? would you not ask for your friend who knows your past to not talk about it to others because you wanted to move on? Would you not want to have a family and a child of your own when it's peaceful and the war was long over?
You do realize that with her leaving the Diamonds, you're literally victim blaming? The Diamonds _abused_ her. I'm a victim of childhood abuse myself, and this pisses me off so much. Blue was a guilt tripper and a manipulator. Yellow was physically abusive. White psychologically tortured her and instilled her with so, so much PTSD. And you're saying she's in the wrong from running away from her abusers? Fuck no. Pink had no obligation to care about the gems who literally tortured her for her entire life.
