For instance, if the phone is running at 45°c, it probably is throttling performance and stabilizing at that temp but if the temp is consistently below 40, than the device is NOT throttling at all and maintaining a lower temperature all together. These coolers work far better than most people understand.

I've had this cooler for at least half a year and recently I've noticed that it doesn't really cools down my phone like it used to. I play mainly PUBG mobile which it can be quite demanding. But my iPhones screen dims a lot sometimes, even with the cooler on. I was curious if my cooler isn't that effective anymore or it's because of warm summertime? Thanks you!
Extra heat probably won't help. Also check to see if your fan blades are clean. Just like a house fan, they can get gunked up with dust when they sit out

Ive been playing genshin impact for 2-3 hours a day and the temp is around 45-47c without cooler it goes 50c above (hot as F*ck) but in PUBG MLBB COD the back feels really cold and comfortable (take note naka max speed BSFC 2 pro) the device i use HUAWEI NOVA 5T and now switch to POCO F3. Yes it does. I've tested it on the OP Nord 2 and it can go down by between 5-7 Celcius depending on how extreme your game graphics are.

Yes it does but not at its maximum. You will not get less 1-2 Celcius in terms of temperature drops.
