WTF is a Filibuster? And Should We…Nuke It? | The Couch Report

  • One of the most important rules governing American life isn’t a law, or a Constitutional amendment. It’s a wonky little parliamentary procedure called the filibuster. And it’s one of Washington’s favorite ways to turn campaign promises into broken dreams.
    Democrats are mulling plans to reform the filibuster and maybe even someday kill it altogether - which would make big changes very possible. Maybe even too possible.
    VICE News’s Greg Walters explains… from his couch.

    "The legislative filibuster is the most important distinction between the Senate and the House. Without the 60-vote threshold for legislation, the Senate becomes a majoritarian institution, just like the House. No senator would like to see that happen. So let's find a way to further protect the 60-vote rule for legislation."

What's wrong with having MORE time and MORE debate and MORE input from constituents?

    • @TheScumAlsoRises
      @TheScumAlsoRises 3 года назад +2

      There is no rational or coherent argument to save the filibuster. It's either demolish the filibuster or accept that only a Republican-led Congress and Republican president will ever pass legislation. And Republicans have demonstrated that -- outside of massive tax cuts for the wealthy -- they have zero interest in ever passing anything or addressing the country's urgent needs.
      Republicans have made clear they simply aren't interested in joining Democrats to pass anything -- even issues/policies they and their voters support -- if there is a Democratic president who will sign the bill and get any semblance of credit. They don't care how badly the legislation is needed or how much damage will be done to the country. There is not a single scenario where Republicans are willing to be bipartisan, for any reason.
      The concerns that junking the filibuster would allow Republicans to pass all these terrible bills once they're in the majority is ridiculous. Republicans love campaigning on stuff like banning abortion, gutting health care and giving every teacher a gun because they know it's stuff they will never have to actually vote for and that it will never, ever happen.
      These policies are insanely unpopular outside of the far-right base, and any Republicans who passed them would have to face the wrath of outraged voters. Thanks to the filibuster, they get to campaign on these things with the knowledge they'll never have to actually do them and be held accountable for them.
      The stuff Democrats want to do -- and are actually interested in doing -- is stuff like expanding health care, raising the minimum wage, supporting the middle class. This is all incredibly popular in the country and people would be much more likely to keep voting Democrat once they saw the benefits of Washington actually doing things to address the problems in their lives.
      Getting rid of the filibuster is the worst of all worlds for Republicans: Democrats could pass their popular policies and benefit politically, while Republicans would no longer have any excuses to avoid voting on their unpopular policies and would be forced to face a nation of outraged voters the next election. There is no question that Republicans desperately want to keep campaigning on that stuff and not be forced to actually do it and face the consequences for doing it.

      So go ahead , explain to everybody just HOW you rationalize with people or a party , like that?

    • @TheScumAlsoRises
      @TheScumAlsoRises 3 года назад

      @Brian McCrimmon: "The filibuster must stay as a defense against single party rule." We already have single-party rule today: Republicans. Ironically, it's because of the continued existence of the filibuster.
      Regardless of which party holds the majority and White House, Republicans are the single party essentially ruling all of Washington. Thanks to Republicans' abuse of the filibuster and blanket, nearly unanimous partisan opposition to the Dems, they are able to ensure that only a Republican president and Republican-led Congress can pass legislation of any importance.
      Democrats, probably naively, have demonstrated they will still support and vote for things proposed by Republicans, especially if it's something that is desperately needed. Unlike Republicans, they aren't willing to throw the country under the bus simply to deny the other party any political victories.
      Republicans, meanwhile, block absolutely everything proposed and supported by Democrats -- even if it's something they support and and even if it's uncontroversial and overwhelmingly called for, needed and supported by the American people.
      Ironically, the only way to actually get bipartisan legislation is to eliminate the filibuster. Senators would be much more motivated to work together and compromise if the threshold for passage (a simple majority) was actually attainable and legislation stood an actual chance of passing.
      The filibuster's 60 percent threshold is impossible to cross (thanks to overwhelmingly Republican opposition to all Dems), so no one even bothers talking with the other side or even attempts to negotiate. If nothing is ever able to pass, then proposing legislation is more about public relations, riling the base and attacking the other side than it is about addressing issues and enacting policy. It literally can't be anything else.
      If it's clear that legislation is never going to pass anyway, Senators feel like they might as well stick to their own side use the debate over the legislation to score political points. It's not like you're able to do anything else.

    Other developed democracies don’t have whiplash, simply because it’s unpopular to repeal popular legislation. The elected party should be forced to govern. If Republicans want to pass all that unpopular legislation, have at it. Good luck getting re-elected after banning abortion, cutting social security, and making mass shootings worse. That’s why Republicans love the filibuster: they can rattle their sabers about cultural issues, but always use the filibuster as the reason why they couldn’t ACTUALLY pass legislation that would see them lose elections.

      Or...you know...Republicans could start taking positions that were actually popular, instead of being a party that caters exclusively to the old, white, Christian, rural vote that is disappearing. If they were forced to compete on even footing, they might actually have to become a party with sane political positions on economics, immigration, and race. Granted, it would still be a center-right party, but wouldn’t be almost neo-fascist, aligned as it is currently with authoritarian parties in Hungary and Turkey.🤷🏻‍♀️

      It's meant to stop one party from just jamming all their bills in when they have a simple majority I bet you wouldn't be so for it if Republicans were in control and trying to nuke it so they could do whatever they want because the have just 1 more senator.

      @@oscararroyo9798 I think the problem right now is that congress is so divided that the GOP will use it to block anything the Dems want to do, and the Dems will use it to block anything the GOP wants to do if they win enough seats in 2022. Congress will just turn into a stagnant branch where no problems ever get solved.

    Let's hope that the ever compromising reasonable doubt of the filibuster prevails over the corruption of one party alliances, and brings out the best good as we busy ourselves with our highest purposes. Or wonder about the purpose of the Senate, or the likelihood that the very person that could not get their way, or find solutions that more people agree with, within a wider group majority, would then go and try to undermine the very purpose of the Senate by getting rid of the fillibuster.

    • @TheScumAlsoRises
      @TheScumAlsoRises 3 года назад +1

      @@TheScumAlsoRises I think people under 30 shouldn't have assualt rifles or automatic weapons though. And I think that would help lower the murder rate by alot. And avoid the back and forth rebuilding of industries. With horrible ideas that go through more easily. And... repent the Vritra, the great serpent from time to time, cuz they often have nothing better to do but cause trouble, so you have to get them to have fun and live a little. And not get set in idealistic ways too much, that lead to mass hysteria from many different avenues or perspectives. And also be careful of those little bone splinters in ground beef sometimes as well, as it can be annoying at least. Although I mostly just skimmed over what you wrote, some of the second thought videos aren't all that bad.

      We live in a nice country, although it can also be nice to encourage some homeless shelter projects and things every once in awhile in places that need them, not that an idea like that could ever be allowed to be spoken in some conservative groups. It works if you work it, as alot of the time, there's usually plenty of matters occupying older people's minds, rather than day dreaming we can often do when we're younger; and acting in hysteric ways on both sides of the fence. As alot of people can like the feeling of being associated with a group fighting for something, looking for someone to idolize, so they don't have to come up with ideas themselves. And we even get tax refunds sometimes. And hopefully people become even more reasonable rather than less reasonable and logical over time.
