Yes, But you need to sincerely promise yourself to follow the Dharma.
Unfortunately those who are born outside india, cannot follow dharma towards India, because they need to follow dharma towards their own country.
Hindu mean a person born in India. Thats why Hindu temples are for Hindus. And hindu temples are not a tourist place. People are visiting there for getting motivated to do Dharma, and to get rid of DharmaSankata(hesitation to do Dharma).
