Use silver tear mask scarab silver fowls foot and the sorseal that bumps arcane and the great rune that bumps all stats by 5.
I had been farming for a total of like 6hours until I did this.. BUT your results may vary if you haven't gotten it already

And then I just get it the second time I kill that enemy, had no idea it was that rare. I’m not even running an arcane build, just pure dex.
