Your journey sounds remarkable, but sad truth is this system doesn't allow independent thinkers. So unless it not reformed all people who join via CSS can't take initiative. They can only do yes sir. There is no option of no. See the situation of country and this because of this old system. I bet if you remove perks of CSS qualifiers no one will join. Hardly any one is interested in serving Pakistan.
