He doesn't retire in Lethal Weapon 3. He's "planning" on retirement, but at the end of the movie decides against it, and he's still a Sergeant in Lethal Weapon 4 (where he and Riggs briefly becomes Captains).
It's always great when we get to see Joe walk... I have yet to see this episode, but usually Joe walking episodes ends up with him in a wheel chair again anyway. Poor guy.
