Corrections worker here, I really like this. We have more tools to use for this scenario but not everyone carries them all the time depending on duties. this is one of the safest techniques I've seen in a decade of work. Bravo Zulu.

you'll never see much from JTF. There's a reason for that. They'd absolutely jack up seals, delta force, any of them. better training, better kit, everything.
It’s rarely that easy to pull someones hands out from under them, they are usually holding their hands together when they have them underneath their body. A kumora works best putting pressure on the shoulder joint and causing them pain, they will release whatever they are grabbing and you can extract the arm. I like your wedge technique though, will be taking that.
For some one who never did this before. A note: this will work (or similar tactics\technique) only if you FIR AND STRONG. People who do not wanna be cuffed or captured will do some crazy shit. And they WILL NOT let you grab the hands even if they "surrendered already". Get strong, get prepared.

Having had to handcuff multiple non-compliant and actively resisting suspects, you are not going to get this done yourself. Talking to a JTF2 member is meaningless. Talk to a street cop or US Marshals Taskforce member.

Modern combat helmets are substantially larger than the head mainly because of the suspension inside of the helmet to provide a buffer between the inside of the helmet and your head. Also consider the fact it might be ballistically rated as it looks like a fast helmet to me, thus making the shell thicker than otherwise.
