you are right but this is on full swing while that is still four to five years away just for a phase I think. but that area also needs it due to its massive population of nearly 300 million or something may be 400. And they need two more airports not just that one.

Only two runways can cater for next 25-30 years only. Busy airport catering to the city like Mumbai which is financial hub of the country requires at least 4 runways for next 50-60 years. If there is scope for future expansion it is fine otherwise it will get chocked in next 25-30 years.

Navi Mumbai is not even the biggest airport in India right now. The existing New Delhi and Bangalore airport are bigger than Navi Mumbai airport.
New Delhi is getting another airport - Jewar Airport which is 3 times bigger than Navi Mumbai airport with 6 runways. Even the planned Pune airport will be bigger than Navi Mumbai airport.
Don't need long runway because it's surrounded by sea . No highrise building or hills within ten kilometres.
