He is literally using CGI. Also it's not that horses are hard to animate, it's just that all the creatures are hard to animate while running in 2d. They has lot of details and can't be smoothly animated like human beings. In this matter, 3D animation is lot easier than 2d.(It's not always the case tho, human emotions are easier to animate in 2d but hard with CGI).
