It took way too long for that chipper to get behind the oil truck and then they only have one truck of chips. What a dumpster fire of an operation. Specially in that kind of weather.
The oil put down didn't look like an emulsion. Spot on about taking forever to drop the chips and no backup rock truck in that wind. Could be county crew. The oil driver can hold a nice line though :o)
