After dragging the whole length of that tube out corroded up I doubt that hole would stay "tight" long I believe up here there is a "flaring" type tool to seal the ends up, they could also be welded in, sounds like grinding or cutting the welds on the back side may be what's happening with the background noise there. To get them in you'd have to start with the bottom ones to support the ones above them inside and just feed them in, you would have someone on the other end with a stabber to help guide them through the other tube sheet. Not my specialty though I do more of the machine work part of it not the tubes themselves.

how are the tube re-inserted?
I would think you can just slide them back in and then recrimp the ends on each side on the new ones after but I could be wrong lol
it looks like a press fit, and if you were to crimp it would leak? At that length, even if crimping, sounds like a huge problem to align them
