I think spirit shackle is better because of the damage. It's to risky to use the unite because when zap is low the enemy uses their unite and killed zap. So maybe spirit shackle is better or worse
Also,I feel that wasting your unite just for stealing is a bad idea. It is better to save it as it is very precious in end game when you try to score in the final goal box having all enemy Pokemon defending it.

Pros on Razor Leaf, you can focus on everyone at the same time.
Cons, you get outranged by Spirit Shackle Decidueye
You can‘t really target a specific person with razor leaf because it automatically attacks one enemy regardless of position

Yeah no you're completely right, killing zap with unite is really difficult because they're really small amount of damage, except for the last arrow
Plus it doesn't go through enemies so if someone tanks it (Defender or sum) then it's no use unlike Spirit Shackle which goes thru every enemy.

When Decidueye uses its unite enemies can avoid taking dmg from it by staying at the exact spot Decidueye is.
