The furring strips will not give enough support area. I’d recommend attaching foam sheet boards (eps or xps foam insulation sheets) and then glueing the foam tiles onto that surface.
Technically, yes as the adhesive will hold. Is it a good idea.... once you glue the foam tiles/planks over the grid system then you will loose an easy access to whatever the drop-in grid system is covering (you will be gluing the foam tiles over the panels as well as the grid due to the sizing).

Absolutely, the foam tiles and foam planks from Antique Ceilings (www.AntiqueCeilings.com) can be installed in high humidity and high moisture areas and work great in bathrooms. They can even be installed directly over the shower.
Only water-based paints can be used. Aerosol paints (spray can paints) are not water based as they require solvents and those solvents will destroy the foam tiles. I'd recommend using a regular interior paint (Behr brand, Valspar, PPG, etc...) and a good quality brush or roller for textured surfaces. The painting actually goes pretty well even on the 3-d tiles.

These foam tiles are produced and sold all over Europe where the building codes are much stricter than here in USA. This is a decorative product but it is a different type of foam than what most people imagine when thinking of foam or styrofoam (portable coolers that have round beads). The tiles/planks are made from Polystyrene foam which is a different foam cell construction (no small beads). This also gives it different properties than regular styrofoam. If still concerned regarding cleaning, rigidity, or fire rating properties, you may consider using PVC ceiling tiles. Antique Ceilings inc carries a large selection of PVC ceiling tiles that are Commercially Class A Rated material.
