Bounties are basically how much you pissed off the world government.
High bounty generally comes with hight power level, but not always.
Bounties aren't necessarily an indication of power level but rather how much they are a threat overall. Buggy could get a high bounty based on all the pillaging he does and not necessarily for how strong he is compared to other pirates. But overall having his crew, a devil fruit power and his buggy balls makes him stronger than the average pirate in East Blue.

I even doubt Mihawk even had a high bounty before he was a warlord, since it seems like he straight up just hangs out at his Island and occasionally goes out and kills other pirates, which is what the military wants to do anyway.

Bounties aren't a straight up indicator of power level, its more of a threat level to the government. Arlong was bribing his way to not being noticed. Also some arcs Oda will do a little wrap up episode to show how the current events are effecting the rest of the world.
The panda you guys keep seeing here and there is a prominent Easter egg in the whole series and a joke character created by oda! You’ll see the panda throughout the whole series in the background so you guys can keep a look out for him as a side thing if your interested :3
Just so u guys have an idea, when Oda needs to let us know what is happening/happened to a character who isn't currently involved in the main story line he puts it in a cover story(A story illustrated through an art/picture Oda drew on a manga chapter's Cover Page, sometimes they are continued over 10+ chapters). Such as all the Buggy scenes that were in this video, which was adapted into the anime from a cover story called "Little Buggy's Big Adventure" it is technically filler, but it is "canon filler" if u get what I mean by that. Sometimes they get adapted into the anime as filler, but as I said technically they are not since this is basically part of Oda's story(continuation/update of a character's story in the background).
Doskoi Panda is one of the more expensive clothing brands in the One Piece world. Clearly Sanji dresses in style, even when cooking.

Luffy's current bounty goes above and beyond, there's so much this anime developed its parts into.
Fun fact Mihawk and Shanks fought beforehand and now since Shanks lost his arm he doesn’t want a rematch.

I love these episodes after a major arc where you get to see possible bounty increases, how everyone reacts or just seeing what other people are up to in the world.

It hints at how strong Shanks WAS.
Yup as everyone has mentioned, bounties are threat level. Don Krieg is more of a threat to the navy, because he had a fleet of 50 at his command. "Had" is the key word lol.
Taking on 50 ships requires a lot of resources on the navy part.
fun fact, they reanimated scenes from these earlier episodes for flashbacks later on in the show! They make the current art style mix with the old one and it looks really neat :]

ok guys if you follow this you won't miss out on any canon parts of the anime:
eps 54 is where a filler arc starts till midway of 61, however, I would say to watch the first 10 minutes of eps 54 so that u have a idea of what's happening in episode 61 and how it transitions from filler to canon midway through the episode. In 61 jump to minute 12:55 where the eyecatchers pop up, its a bit confusing but if u watch exactly how I said it will make sense.
We're way ahead on Patreon unfortunately lol episode 75 BUT we watched second half of 61 then people kinda filled us in about what we missed in 54

wait are those cannonballs made out of iron, because the way zoro cut them ... well if you know you know because if they are iron it might be a bit of a mistake by the anime (that scene wasn't manga canon I don't think).
