    Yes you gain +1 City Cap either way, but when you think about it, the choice between Autarch and Small Council in your position is either +20 stab on capital and -5 stab in other cities (you gain 25 and lose 5 because you go further away from the center), or +5 stability on all cities (since you go to the ideological center).

    Hey another quite entertaining episode. Lemme point out something since you seem to be oblivious to it: the current patch you are using on the VIP Mod has reworked how overpopulation functions. On Vanilla, being over your pop limit just costs you a lot of food (16 per pop over limit IIRC), so you just lose yields for being over population. In VIP, being over pop limit will instead PRODUCE a little of food, industry and money (thats why you're surprisingly good at money and building things despite not focusing on industry or money), BUT it'll cost you stability (10 stability per pop over pop limit).
    This means that when you build a district (say, a research quarter) when you're over pop limit, you'll lose 10 stability from the district BUT you'll gain 10 stability as that rioting unemployed pop gets a job, for a total of 0 stability gained or lost. This also means that once you're overpop, the infrastructures that give you more jobs not only increase your FIMS (by giving those unemployed jobs better things to do) but will ALSO increase your stability. Lastly, there are several civics that can help with your overpopulation situation. You could check how to unlock them (and their effects) in the civics screen by checking the undiscovered civics tooltips, but I'll give you a hint: try to get one city with a garrison, a common's quarter and the city watch infrastructure.

    Good choice for your third era faction,might want too capture the Independent city near your capital, more food.I had a city when the game was new that was 175 pop.Drove me crazy feeding it but we do not have that annoying food mechanic any more .

      175 is pretty nuts, here's hoping I can get up that high this run!
