Here's how the dynamo works: When engaging with an enemy player, once you press the ZR button they are on a time limit to kill you or flee. While you are winding up they can shoot you easily, but if they are unable to kill you within the time given to them they will die. If they choose to attack they can't change their mind, because by the time they realize they can't kill you in time it will be too late to swim away, so they have to commit to one option at the beginning. Fighting slayers in their own range usually doesn't end well but fighting other mid-long range weapons will put a lot of pressure on them because of their generally lower kill times. When fighting another dynamo it always comes down to either who swings first, or who has more MPU.

aight but slayers get absolutely destroyed by dynamo, long ranged weapons are the real pain because they outrange you and dont have to commit, and they can easily kill you during a flick wind up
can't tell you how many times ive just been vibin, i start up a flick and get sniped from across the map by a charger because im essentially a walking target during wind up

How to make dynamo in splatoon 3 better:
Give it a little speed buff
Give it a good kit (Burst bomb, Fizzybomb, Splat Bomb, or Torpedo. Kraken, Crab Tank, or Tri Zooka)
Make it so that you can cancel it's flicks by going in swim form
