Sure seems like it, even when I just randomly stumble upon some magical girl series, its always something from the 80s or 90s I somehow never heard of but which looks like it would be fun.
For English speakers who just got randomly recommended this video and wonder what this show is, its called "Magical Angel Sweet Mint." Apparently there are fansubs going up to episode 18.
I kind of love this one already in just 1 episode. ^^; Sigh... only found 9 episodes, but alright. :p (Unless 9 is all that sadly exists of the series... :?) It's kind of funny how I know at least 3 girls with the name of Mint when it seems like a weird and unusual name you wouldn't hear very much. :p There's this girl, Minto from Tokyo Mew Mew, and... a Princess Mint in Threads of Fate. :p Whose more like a bratty rival who wants to rule the world. ^^; I think she eventually has a heart of gold in the right places though, and either way, when she's not being annoying, she's actually pretty lovable with a rather funny route. :p Also, she's kind of a badass with a lot of magic power. ^^; (Of course, what really makes me attached to the game despite being short and easy for the most part is how deep and heartfelt Rue's story is as well as the music, but that's beside the point. :p) I remember ages ago aside from having a lot of fun looking up the actors that play all the characters I see in anime or games, it was weird knowing at least 3 Shinos and Soras, and that their also androgynous names. :p There's a Shino in .Hack, Pita-ten I think (the cousin character, not Shia. :?), and I think the bug dude in Naruto, and then there's Sora from .Hack, the famous Kingdom Hearts Sora of course, and I think a random NPC in Jack's country home town in Radiata Stories as this little girl... and then you got the Vtuber Sora, and I think also a Digimon character whose agirl. :p (I feel like Sora might be more fitting as a girl's name honestly. :? It's very pretty, with a meaning like the sky. :p) It's also kind of funny how you got both the manliest guy hot-blooded Shonen teenager-wise in Ichigo from Bleach, but then there's also... Ichigo from Tokyo Mew Mew, which is super girly, LOL. XD And the name just means Strawberry. ^^; Phew... lastly, it's also kind of interesting that compared to most girls who just learn magic or are just little kids, some are teens, others more also grow up through a lot of grades (especially Ojamajo Doremi), and others still already have magic from coming from a magical world, such as Mint here and Lalabel. :p And then you got ones that are less magic and more sci-fi, like Lyrical Nanoha and Corrector Yui. :?

たまたまググっていたら見つけたアニメですけど、ストーリーや人物が今の番組にはない、何か温かいというか、優しいというか。今の子どもに見せてあげたいアニメですね。歌もいいです！BD出るみたいなので買おうかなぁ。

前期のEDには｢制作協力 龍(ドラゴン)プロダクション｣がクレジットされているが、後期EDには無くなっている
それが答えになる(シリーズ前半は、葦プロ本体ではなく龍プロダクションが実質的な制作だったということ)
