When you plan to build a house or renovate an old building, you fence it, work on it until you are through. That would be reasonable when rebuilding Africa. Close the borders first, clean the house, and restrict travel to emergency cases only because, after all , all the millions of travellers coming over there haven't helped much. In the same way, if the crops in your field are failing, you do away with it and reconstruct, apply whatever necessary and start afresh. Why is everyone reluctant of a thorough clean up and a new start? You are not victims. If you unite and speak in one voice, no one should take any resources from the continent.
