Rubber was not considered important at the Berlin Conference of 1884. The scramble for rubber came after the introduction of the automobile in 1886. If the Berlin Conference had known in 1884 that rubber would become important, they would not have left the Congo to Leopold II. In 1884, the Congo was deemed a risky and possibly unprofitable adventure. Leopold was expected to go bankrupt (he almost became), and Belgium was not interested.
This is a decent overview but several key facts are ignored in this segment, one of the most important of which is that NO AFRICAN LEADERSHIP AT THE TIME WAS CONSIDERED, OR EVEN ALLOWED TO ATTEND THIS CONFERENCE. The SOLE PURPOSE OF THIS WAS TO ALLOW EUROPEANS UNFETTERED CONTROL AND ACCESS TO AFRICA’S RESOURCES TO SUPPORT THEIR OWN CONSUMPTION AND GREED. Also a fact that cannot be ignored was the brutality of King Leopold of Belgium, whose atrocities towards the People of the Congo, on his way to the unchecked rape of that country is one of the main impetus’s for the conference. Leopard was personally responsible for the deaths of MILLIONS of Africans , just to line his pockets. Europe, particularly France saw the pillaging - and the benefits of it and knew that they had to get into the act themselves. This triggered the other 12 nations to step in to get their share. It was evil, rapacious, unchecked GREED and the denial of the sovereignty of African Leaders/territories due to Europe’s belief in its own superiority, and Africa’s inherent INFERIORITY (a belief that still, tragically holds true today) that set the stage for Africa’s continued exploitation and underdevelopment to this day. All of that has to be presented at outset for the true and horrible context to be understood.
I would avoid writing brandish inaccuracies to make victimhood, however. The African authorities were ignored for the simple fact that there were no really important ones at the time, except the Abyssinian Empire and Liberia. The first made use of Italy as his diplomatic representative, even making five years later an official diplomatic agreement with Italy, which then led to the Italo-Abyssinian war of 1896, lost by my country for its demented conduct. But until then the Negus had even officially recognized the Italian acquisitions in Somalia and Eritrea. Liberia was a US protectorate, in fact. None of the European countries bothered her, in fact. All other African states were either vassals or protectorates or directly colonies. So who should they be listening to in Berlin, exactly? NOBODY, that's who. I would also stop talking about the rapacity of the Europeans, since many African rulers have sold to the Europeans vast parts of territories under their control out of lust for power, to get help against other African states or simply for the money, ignoring the wishes of the their subjects, just like the whites. The sultanates of Somalia, for example, have sold ports and bays to the Italian government. Eritrea was colonized by the Italians after the purchase of the Assab Bay by the local powerful, which was disavowed by Egypt, which even threatened a war. The African states weren't so weak, given that Ethiopia defeated Italy, that Madhi made the British run all over the Sudan for years, despite Gordon, that the Zulus then defeated the British on at least two occasions. Certainly the consequences of the Conference were serious, indeed very serious. But not all European states established colonies. Italy abstained from it for a good ten more years, and in my opinion it would have done better not to intervene at all in Africa. Austria-Hungary has never had colonies. NOT all European countries have had the same behavior.
