It's actually expected for people to eat and drink on bullet trains -- you may have heard of "ekiben," or station lunches, that you can buy and take onto the train with you to eat at your seat. Heck, they even provide tray tables on bullet trains for that express purpose, and some longer rides have snack carts that are wheeled through the aisles selling snacks and drinks, including alcoholic drinks. Bullet trains are treated more like planes in that regard. It's an entirely different ball game when it comes to commuter trains -- while it's not unheard of to occasionally see someone surreptitiously snacking a little bit or taking a swig of water or something on a commuter train, it's generally considered a huge social faux pas to eat or drink on them at all.

the real strategy is learning how to do small talk it is hard to do especially with strangers but essentially just bring up a topic or question to start the convo and then both parties add from there pay attention if they're receptive to you and the topic, if yes continue, if not and they seem bored then drop it if the topic dies just bring up a new topic and ask something about themselves and their interests, career etc etc. it helps to be a good listener as well sometimes tho some people are just not on the same wavelength so you gotta find the ones that you vibe well with
