First check the easy stuff...check oil level, then hoses. If that's all good, you then have to remove the grille shell and radiator, to gain access to the power steering ram cylinder. After that's out in the open, make sure the ram control linkage is moving it's full stroke. You may have to get that steering ram cylinder and control valve rebuilt....but first check and back the adjusters off so the pitman arm is actually moving the hydraulic control valve
