The returning officers are a subordinate integral part of the EC . The EC has the legal authority to officially declare results.

Is it the NPP who should file a Mandamus at the High Court on behalf of Electoral Commission or the Electoral Commission If NPP has filed a mandamus (An Authority from high court) Then what is the purpose of the Electoral Commission ?
