You missed out turning off SAFE BOOT in BIOS (is also needed for WIN 11 upgrades from WIN10)

I do not think you can upgrade to 3090. Power supply and space is not sufficient enough for gpu. Maybe max is 3060

3090 shouldn't be a problem, the issue would be power supply. As long as you have the 750 watt psu, you should be good.
