    It's government owned, that means it is publicly owned.

      Although It's owned by the government it is privately leased out to the RSPB I believe who have put the ban on anyone being allowed to set food there without prior consent

      @@GoAdventureUK I'm being a bit left wing anti state. I'm a great fan of not obeying busybodies and I'm a great fan of the Scotland access rights (and codes of conduct). English NGOs seem to be running England's countryside as their personal gardens for their personal pleasures.
