It can be and in Japan there's this whole rig they've got where you have a piece of charcoal with straw on it and you put the dango on their skewers around the perimeter. Then when someone orders one they dip it, put it on one of those paper boats you normally put french fries in and sell it to you. You can also get it without the dip but it doesn't taste like anything.
Usually the mitarashi sauce is thicker and darker in color, coating the dango fairly well, so maybe you could add more soy sauce and less water. Possibly more of the starch slurry.

Have you seen Afro samurai or stranger: mukou hadan at least? Those two as well as cowboy bebop would be more comparible. If you want a similar aesthetic but different kind of story you can also check out megalobox

It's the Rise version of the Hunter Meals from World from what I've seen so far and the on page description of the girl who is the chef in the village.
