Does sims can live in the same building like that and did the restaurants are really working? Or we must have another home in residential lot?
Hi. Your sim needs to purchase the restaurant and you can have them live upstairs while your restaurant downstairs is operating.

Yes it does. I mainly used Snowy Escape and Dine Out. You can see the packs used when you try to check it in the gallery.
