So the only reason he's far away is to hold the 'Stalinline'(?) against the Germans while also holding the Marshes etc. to cause damage to the Infrastructure. But this game looks like the German player was very unorthodox. At least, that's what I think he was doing.

If they sit on the border they usually just get smashed on the plains regardless resulting in mass encirclements. That's the only reason why he's so far back. Because of the river and marshes which he can play in his favour.
