Layer 4 is transport layer of OSI model not network layer. Network layer is layer 3 of OSI

What if I want to use a non-standard Listener port instead of Port 80? For example, if I want to use Port 90 in the Application load balancer, how do I do it?
ALBs are http/https LB which is layer 7 LB .. at listener level you have to use 80/443 and at target level u can use custom ports. If at listner level u want to use other custom ports use NLB..
Does DNS name changed to new after migration?
DNS for application always remain same , its just pointing needs to updated at your DNS provider.
