Flying cars cheat wasn’t working for me for some reason so i used the slowdown gameplay cheat and the pit maneuver someone mentioned trying and it worked, just keep looking behind to make sure you are ready when hes catching up to do it again or force him to crash + the slowdown gameplay cheat helped make driving easier to avoid crashing
The best way to complete this mission without cheat is that when the race starts u should catch up to Hillary and hit his back corner of the car then his car would Disbalance and he would crash into stuff and then drive as fast as u can and If u want to turn in corners easily then hold brake key and then press the a or d in which direction u want to turn In dont hold the brake key for too long or ur car will Disbalance too

I took my time and I managed to beat the mission on first time on PC, granted, it took me a while on my PS2 until I found out how to beat it. Driver is the only exception, mainly because the developers did a blow below the belt. Also, it was very scummy of them to add cops that will shove their cars so far up your asshole, that by the time your close to finishing, your car is most likely replaced, you failed or it is on fire. Either way. Driver is a scummy mission and you have to do what you have to do.

But it is not the end, his car will spawn behide you no matter he already get stuck if you move too far away. The cop is insane script to not hit Hilary and only mess with player. And one of the annoy part is hitting his car too hard and blow it up can kill him and fail the mission. Only valid way I use without cheat code is get 3 star before the mission. the cop will block the road and damage his tier but follow him far enough before his tier break is not a easy task.
Just keep doing it until he crashes into a building, and he cannot escape. MAKE SURE IT IS NEAR THE END, unless you want to suffer from Hillary realizing his Mistake and being a more dangerous opponent than before.

And take a pcg bike after starting the race near the police station
