First I would check if I can create a vm in sandbox as sometimes there are restrictions. If it's working then you can use the below link.

What all things can I do with this subscription?
I'm trying to create a VM its throwing an error while selecting resource group saying "192fe359-e72a-fa7e-dcd5-95e985e7eac9/Microsoft.Authorization/webapps-assignment (Policy details)" but when I go for creating a webapp then it isn't throwing any error?
Note: I'm selecting the default resource group present.
Can you please help me with this?

Azure keeps changing the underlying policy time to time. To control what can be created. Looks like you can create resources related to app services.
