Critical thinking is not important only.There are other values that an administrator must understand.Value concepts such as corruption,honesty,duty,honor,etc.and the derivation of these values,and how to inculcate them in your administration.Pure thinking is therefore very important.Wrong thinking,no matter how flashy and attractive,is basically wrong.

For the last question - what I thought was there are countries where 1Rs holds a rather significant value. So for 5 Rs we can buy a lot of grains from there. Hence the answer
