I think Sukuna is fascinated by Megumi mainly because of his technique and how adaptable it is. Megumi's shikigami are made from shadows as opposed to generic shikigami users that normally use charms. And its also adaptable in the sense that once one shikigami is destroyed, it passes its abilities on to the next one. Although the biggest caveat of his technique is that once a shikigami is destroyed, it can't be revived, its gone for good. So yeah the uniqueness and adaptability of his technique I think is why Sukuna is so intrigued by him. Also bonus points is that, he doesn't shy away from one on one combat which is a charasteristic of shikigami users. They tend to rely too much on their shikigami which isn't the case for him. To a point where he even wields special grade cursed weapons in combat.
